Knoxville, TN — A former lieutenant with the Knox County Sheriff’s Office has been indicted on multiple charges following an August traffic stop in Monroe County. Charles Seth Miller, 44, was stopped by Tennessee Highway Patrol (THP) trooper Brian Milsaps on August 16, 2023, along U.S. Highway 441 in Vonore. According to court documents, Miller struggled with Milsaps during the stop, which eventually led to the discovery of several violations.
Milsaps reportedly found more than 20 open or empty alcoholic beverage containers in Miller’s vehicle, as well as a handgun. Authorities also noted that Miller was intoxicated at the time of the incident, which led to further charges.
At the time of the stop, Miller was employed as a lieutenant at the Roger D. Wilson Detention Facility in Knoxville, Tennessee. Officials with the Knox County Sheriff’s Office confirmed that Miller abruptly resigned from his position later that same day.
On December 4, a Monroe County Grand Jury indicted Miller on five criminal charges:
- Driving under the influence (DUI)
- Refusing to take a blood alcohol test
- Possession of a handgun while under the influence
- Resisting arrest
- Having an open container of alcohol
Miller is scheduled to appear in Monroe County Court for his arraignment on Thursday.
The charges carry serious consequences, including potential jail time and a permanent criminal record, depending on the outcome of the case. As of now, Miller has not publicly commented on the indictment.
